Use your gut instinct on this one! Tuck it in and see what it looks like. My personal opinion though is that I if you are opting for a throw then just have it loose over the bottom part of the foot of the bed.
The footboard of a sleigh bed is meant to be seen so yes, you would tuck the comforter in. Look at pictures of sleigh beds or go a local furniture store. They all show the comforter or spread tucked in at the bottom.

I’ve seen it done both ways and to my way of thinking there’s no sense having a sleigh bed if you cover the sleigh. I definitely prefer it tucked.
